The action that drives the purchase

Knowing how much is missing, and where to find it. The free edition measures: “rate 61.2%, threshold 65%”. That is accurate, but not actionable. The full edition answers the next two questions: “at least $38,000 of components would need to be sourced in the US” and, above all, “you have $52,000 of components with no declared origin — enough to cross the threshold, if you can find the certificates”.

This is where a domestic content case is won, and nobody does this calculation by hand across three hundred components.

Regulatory monitoring

The free edition ships sixteen dated thresholds, collected by hand from the official texts. They are correct on the day of delivery. The day FAR 25.003 changes its percentage, nothing flags it: the module keeps measuring perfectly against an outdated rule.

The full edition monitors. Each threshold carries the citation of its text and the date on which a person last reviewed it; the eCFR connector reports the date of that section's latest amendment, and the module records the discrepancy.

It corrects no threshold. An amendment date does not say what changed, and a module that corrected a regulatory figure on its own based on a date would be inventing a value with the authority of a verification. It says “reopen the text.”

Bills of materials

Components are pulled from an mrp.bom, drilling down into sub-BoMs — a purchased subassembly is a component; a subassembly you manufacture is not, its parts are. The choice is explicit, because it depends on who makes what.

Odoo's cost price is carried over and flagged as “taken from the product form”: it is not cost within the meaning of FAR 25.003, which includes transportation and duties and excludes profit. A figure carried over without stating where it comes from cannot be defended in an audit.

Origin, for its part, is never inferred from the vendor's country: a French vendor supplies Chinese parts, and the text refers to the place where the component is “mined, produced, or manufactured.”

The statement follows the exact structure of the Buy American Certificate (OCT 2022) provision, taken in full from the eCFR: list (a)(1) of domestic end products, table (b) of foreign end products with their Country of origin and Exceeds 55% domestic content columns, and list (c) of domestic end products containing a critical component.

The provision's rule for unknowns is applied to the letter: “If the percentage of the domestic content is unknown, select "no".” A finished product with no declared component is therefore set to “no”, never left blank.

The module fills in; it does not sign. The Buy American certification is a statement signed by the offeror, and a false certification makes its signatory liable. The printed report carries a non-removable warning at the top.

Waiver deadlines

The free edition calculates the length of a public comment period. The full edition compares it with the regulatory minimum — 15 days for a targeted waiver, 30 for a general applicability waiver — counts down the remaining days, and monitors the Federal Register for proposed waivers and their closing dates.

Connections, and their fallback

Two services, both keyless, actually called on September 14, 2026 from a machine outside the United States: the eCFR for amendment dates, the Federal Register for published deviations. They plug into the source chain of dyo_connexions_base — the module does not write a second one.

Every chain ends with a manual reading. It is not just a fallback: it is the only way to record that a person reopened the text and found the same figure. The eCFR can tell when a section changed; it cannot tell what it says.

The module records findings; it does not draw conclusions

It quantifies a gap, projects a switchover year, flags an amended text. It never says that a product is compliant, that requalification is possible, or that a certification can be signed.

Not proven in production

This module has not been tested against any actual filing, agency system or audit. The regulatory citations it carries were taken from the official texts on September 14, 2026; they do not replace the advice of your contracting officer.
