The real problem. A municipality keeps its cemetery records in a paper register or a spreadsheet, sometimes both, rarely up to date. No one knows how many plots are free, expiry dates pass without reminders, and the reclaiming of an abandoned concession — a three-year procedure — gets lost between two terms of office.
The map as you walk it. Section, row, number: that is how staff search on the ground, so that is the plot key. Seven types are supported — in-ground grave, vault, wall niche (enfeu), columbarium niche, urn vault (cavurne), ossuary, garden of remembrance — with a capacity per plot that a record cannot exceed.
Expiry dates are calculated, not entered. Fifteen-year, thirty-year, fifty-year or perpetual: the term determines the expiry date (CGCT art. L2223-14), and the expiry date determines the renewal deadline, two years later (art. L2223-15). After that day, renewal is refused with the article quoted in full: the plot reverts by operation of law, and a new concession is required.
Reclaiming an abandoned plot is bounded by law. A perpetual grave concession can only be reclaimed after two formal findings three years apart (art. L2223-17). The second finding date is calculated automatically, and reclamation is refused until that date is reached. The procedure only applies to perpetual concessions — recording it on a fixed-term concession is refused.
Finding a person. The search covers last name, birth name and first name at the same time: a family at the front desk does not know which one was entered, and a married woman is known by both.
Funeral operations are recorded. Burial, exhumation, reduction, transfer, deposit in the ossuary, scattering of ashes: each carries the reference and date of the mayor's authorization (CGCT art. R2213-31 et seq.). An authorization dated after the operation is rejected.
What the module does not do
No cartographic map or GIS view: plots are located by section, row and number, not on a map. No public portal for families. No invoicing of concessions — the rate is recorded, its collection is handled by the municipality's revenue office (régie de recettes). No interface with a funeral services provider.
Two roles
Agent: viewing the cemetery plan, searching for a deceased person, entering operations. Manager: plot concessions, renewals and repossession procedures.
