F-gas Register — DYONYSOS

Leak check register for equipment containing fluorinated greenhouse gases, on Odoo 19 Community. Built on the free Regulatory Periodic Inspections base.

The legal basis, cited in full. Regulation (EU) 2024/573 of the European Parliament and of the Council of 7 February 2024 on fluorinated greenhouse gases, Article 5: leak checks at a frequency depending on the charge, carried out by a certified person on behalf of a company holding a certificate of competence (attestation de capacité).

Two threshold regimes, not one. The regulation does not read the charge in the same unit depending on the annex the fluid falls under (art. 5(1) and 5(6)):

  • Annex I gases — R-404A, R-410A, R-134a, R-32, R-449A — thresholds in tonnes of CO₂ equivalent: under 5 t, not subject; 5 to under 50 t, every 12 months, 24 with leak detection; 50 to under 500 t, 6 months, 12 with detection; 500 t and above, 3 months, 6 with detection. Hermetically sealed equipment labeled as such is exempt below 10 t CO₂ eq. From 500 t, a leak detection system is no longer optional: the equipment cannot be registered without one;

  • Annex II, section 1 gases — R-1234yf — thresholds in kilograms: under 1 kg, not subject; 1 to under 10 kg, every 12 months, 24 with detection; 10 to under 100 kg, 6 months, 12 with detection; 100 kg and above, 3 months, 6 with detection. Hermetically sealed equipment is exempt below 2 kg.

Three kilograms of pure R-1234yf amount to just 0.0015 tonnes of CO₂ equivalent — and yet the equipment is inspected every twelve months. A register that only knew CO₂-equivalent tonnes would declare it “not subject”: it would be listed in the equipment inventory and never trigger an alert.

The inspection interval is calculated, not entered. It is the kind of calculation an operator does once, gets wrong, and copies for ten years. Here it is redone whenever the refrigerant or charge changes, and its justification — the applicable annex, the threshold unit, the tier reached, what changed it — is displayed in a single sentence, ready for the inspector.

Thresholds are not in the code. Each regime is a record you can view and edit: unit, entry threshold, three tiers, six frequencies, exemption threshold for hermetically sealed equipment, with the legal basis cited article by article. A threshold that changes is corrected without redeployment.

The certified operator is verified. The company's capability certificate has an end date, just like the approval. An inspection dated after that date is rejected: it would be deemed not performed, and the operator of the installation is held liable.

A detected leak is not a compliant inspection. The register rejects the contradiction, and calculates the window in which the post-repair check must take place: no later than one month after the repair, and no earlier than twenty-four hours of equipment operation (Article 4(5)). Both limits are configurable.

What the module does not do

It does not produce the annual refrigerant quantity declaration or any official form. It does not replace the capacity certificate or personnel certification. The global warming potentials supplied are taken from Annexes I and II of Regulation (EU) 2024/573 for pure substances, and calculated as a mass-weighted average (Annex VI) for blends, with the calculation detailed on each record: check them against the annex in force — a wrong GWP moves a piece of equipment across a threshold, and therefore changes its inspection frequency.
