What really happens. The state weights and measures inspector shows up unannounced, tests the scale in front of customers, and leaves a mark: an approval seal, or a rejection tag. A rejection tag on a butcher shop's scale can be seen from the checkout line. The whole module rests on that consequence.
The US regime is not a translation of the European regime. This module is not the English version of French legal metrology: it is a different regime, and the difference fits in one sentence. There is no federal inspection frequency in the United States. NIST publishes handbooks — Handbook 44 for specifications and tolerances of weighing and measuring devices, Handbook 130 for uniform laws and regulations, Handbook 133 for net content control. These are models, recommended by the National Council on Weights and Measures. Each state adopts them, or does not, or adopts them with amendments, and it is its law that sets how often an inspector visits.
A consequence deliberately built into the code: the fifty states ship without a filing frequency. They carry their name and postal code, nothing else. The frequency is zero — “not set” — and as long as it is zero, no deadline is calculated: the screen says so, and invites you to look up the frequency in your state's code and cite it. Shipping fifty-two guessed frequencies would do exactly the opposite of what this register exists for. A zero reads as an open question; an invented value reads as an answer, and nobody ever rechecks it.
Handbook 44 codes, cited by number. Twelve categories are included, from code 2.20 Scales to code 5.58 Multiple Dimension Measuring Devices, with their exact number and English title, taken from the 2026 edition of the Handbook. The title stays in English: that is the title the inspector searches for.
Accuracy classes are mandatory on a weighing device. Classes I, II, III, III L and IIII, as designated by paragraph S.5.1 of code 2.20. A scale without a class is a scale without a known tolerance: the module rejects it.
No mark, no inspection. An inspection recorded as compliant without the number of the affixed mark is rejected. In the field, the next inspector and the customer only see the sticker.
The module records findings; it does not draw conclusions. It states that the last inspection was rejected, that the due date has passed, that no inspection has ever been recorded. It never says that the device must be removed from commercial service: that decision belongs to the state authority, is made on site, and is recorded here afterwards — that is the “action taken on site” field.

What the free edition does
The device inventory: identification, location, manufacturer, model, serial number, Handbook 44 category and code, accuracy class, maximum capacity, verification scale division, NTEP certificate number copied by hand. What the module does not do
It provides no inspection frequency: none exists at the federal level, and state frequencies must be looked up and cited. It provides no tolerances: the Handbook 44 tables, tests, readings, traceability to standards, Handbook 133 net content checks and reconciliation with the NCWM NTEP registry belong to the full edition. It neither performs nor simulates any test. It does not replace the inspector's report: it files it and calculates its due date. It never concludes that a device must be removed from service.
