A separate module, deliberately lightweight. “Public Procurement — BOAMP and TED Monitoring” has its own pipeline and no dependency on crm: this is what allows it to be installed by organizations that do not use Odoo CRM.

This module adds the bridge, for those who want to track their bids in the same funnel as the rest of their sales activity. When a notice reaches a stage flagged as a Go stage, an opportunity is created and linked to the notice and the buyer.
Only once. Going through the step again, or coming back to it after a round trip, does not create a duplicate. It is the property you expect from a bridge and one that is often missing.
What the module does not do
It synchronizes nothing in the other direction: closing the opportunity does not change the notice's stage. The two pipelines remain separate, and that is intentional — a lost notice and a lost deal are not the same story.
It does not estimate any expected revenue: BOAMP and TED do not publish a usable amount for most notices, and an invented estimate would distort your forecasts. It creates no quotation, sales order or invoice, and does not copy the award criteria grid or eligibility conditions into the opportunity — only the price weighting, in one line. The details stay on the notice, which is what it is for.
