Stage 2: reading the tender documents
This module is separable by design. marches_publics installs and works without it: weightings are then entered by hand in marche.critere and the price threshold filter works identically. This split is what makes an executable twin on Odoo Online possible.
It alone handles PDF reading (via odoo.tools.pdf, which wraps pypdf/PyPDF2) and decompression of DCE archives.

What the module reads
A PDF, a tender file (DCE) ZIP archive (every PDF it contains is read) or a text file, identified by their signature rather than their extension. It extracts two things:
the weighted criteria grid, and only if the percentages found add up to 100% within one point. Otherwise nothing is written and entry stays manual: a wrong weighting costs more than a missing one;
eligibility conditions in five families — certification, local presence, minimum revenue, references over three years, professional liability insurance — each returned with the text fragment that triggered it, so you can check rather than take it on trust.
The text that was read remains displayed on the record. Rerunning the analysis only replaces lines whose origin is “Extracted from the DCE”: a manual correction is never overwritten.
What the module does not do
It does not download the tender file from the procurement platform: you upload it. It does not read scanned PDFs — there is no optical character recognition — nor Word, Excel or OpenDocument files. It does not detect requirements outside the five recognized families. It does not tick the conditions for you: whether you hold a certification is not in the tender documents (DCE). It drafts no bid document and never changes the notice's stage.
