This is not a translation of the French regime
This catalog includes a French forest management app: simple management plan (plan simple de gestion), PEFC/FSC chain of custody, geolocation for the deforestation regulation. None of that applies here. The simple management plan is an institution of the French Forestry Code; Regulation (EU) 2023/1115 targets the Union market. Neither governs a cutblock in Oregon or British Columbia.
This module took over the structure of the other one — a field object, a permit, a volume register, a certification frozen at the date of harvest — and rewrote the regime from end to end.
The regime is state and provincial, never federal
This is the sentence that governs the whole module. There is no federal harvest permit, no federal volume scale, no federal stumpage rate and no federal processing time — neither in the United States nor in Canada. What decides whether you may cut, under what form of authorization, how volume is measured and what you owe the public landowner is the law of the state or province, and it differs from one to the next.
A consequence deliberately built into the code: sixty-four jurisdictions ship without values, except five. California, Oregon, Washington State, British Columbia and Ontario carry their regime with the exact citation of the text it rests on and the date it was consulted. The other fifty-nine carry their name, their postal code and nothing else: regime “not specified”, zero deadline, empty volume unit, no scaling rule.
And as long as the time limit is zero, no deadline is calculated: the screen says so and refers you to the text of your jurisdiction. Shipping sixty-four guessed regimes would do exactly the opposite of what this register exists for. An empty field reads as an open question; an invented value reads as an answer, and nobody ever checks it again.
What the module refuses
Recording an issuance without an official number is refused. The module issues no authorization: it records the one issued by the authorities, and it is that number that is enforceable during an inspection.
Adding two volume units together is refused. A total that mixes MBF and cubic meters is not a volume: it is just a number. Conversion depends on species, taper and log scaling rule — there is no universal coefficient, and the module never applies one on its own.
Entering a standing-timber estimate in the harvested volume register is refused. A timber cruise measures timber that is still standing, by sampling. Recording it as harvested volume would charge dues on a forecast and throw off the reconciliation with the mill without anything flagging it.
Recording a volume under an authorization that has not been issued is refused — whether it is still under review, expired or rejected.
Covering a harvest block from another jurisdiction is refused. An authorization is valid only where it was issued: an Oregon harvest block linked to a Washington authorization would borrow the regime, deadline and unit of the wrong state.
Checking “verified” without citing the text is refused. A regulatory value without its citation is not verified: it is merely asserted.
What the module finds, without concluding
The measured volume may exceed the authorized volume. The module displays it, with the exact difference, and stops there. It does not say whether this is irregular or what to do about it: an overrun is reported and dealt with through the jurisdiction's administration, and that decision does not belong to software.
What is recorded
Jurisdictions with their harvesting regime, processing time, official volume unit, scaling rule and stumpage regime — all configurable and supplied empty apart from the five sourced ones. Cut blocks with their tenure, area, dominant species, WGS 84 geolocation, legal description and certification. Cutting permits with their official number, period, authorized volume and unit. Scale records with their method, volume, timber mark, scaler and scaler license — and the certification frozen as of the scaling date.
What the module does not do
It issues no permit, contacts no authority and transmits nothing. It converts no volume units and applies no scaling table: those tables live in the full edition, in a table you fill in. It calculates no stumpage fee. It displays no map and calls no mapping service. It certifies nothing: SFI, FSC, ATFS and PEFC are voluntary programs, and the module verifies none of their silvicultural criteria.
